Vis and EIR imagery shows improved convective banding southeast and northwest
of the centre. This is indicative of development in a low shear environment.
Log spiral extent is 0.3-0.4 so DT=2.5. Significant improvement in 24h for a D+
trend. MET not adjusted for PAT. Relatively confident in a FT/CI=2.5 outcome.
Scatterometry shows improvement in circulation in last 24h and 30kn max winds
consistent with latest OSCAT imagery.
