* WHERE...Cedar River at Charles City.

* WHEN...From this afternoon to Saturday afternoon.

* IMPACTS...At 18.0 feet, Fourth Street at South Grand Avenue begins
  to flood. East Riverside Drive at Brantingham Streets are closed.
  Sandbag efforts begin along Gilbert Street.

* ADDITIONAL DETAILS...
  - At 6:45 AM CDT Thursday the stage was 8.1 feet.
  - Bankfull stage is 9.0 feet.
  - Forecast...The river is expected to rise above flood stage this
    afternoon to a crest of 18.0 feet just after midnight tonight. It
    will then fall below flood stage early Saturday morning.
  - Flood stage is 12.0feet.
  - Flood History...This crest compares to a previous crest of 18.0
    feet on 03/30/1962.
