DISCUSSION AND OUTLOOK

At 100 PM CHST...0300 UTC...the center of Tropical Depression 28W 
was located near Latitude 22.5 degrees North and Longitude 140.2 
degrees East. 28W is moving west at 7 mph. It is expected to make a 
slight turn toward the west-northwest with a slight increase in 
forward speed through Friday.

Maximum sustained winds have decreased to 30 mph. 28W is forecast
to maintain this intensity through tonight, then weaken Saturday,
possibly dissipating as a significant tropical cyclone over the
water.
